It is time to close an old system that is out-dated and was responsible for allowing Bush to steal the election from Al Gore, who actually had more votes than Bush. Under the current system of electing the President, a candidate may win a majority of the Electoral College without having a majority of the nationwide popular vote. The National Popular Vote bill would reform the Electoral College by guaranteeing the Presidency to the presidential candidate who receives the most popular votes in all 50 states (and the District of Columbia)

Under the winner-take-all rule, candidates have no reason to poll, visit, advertise, organize, campaign, or worry about the concerns of voters of states that they cannot possibly win or lose. This means that voters in two thirds of the states are effectively disenfranchised in presidential elections because candidates concentrate their attention on a small handful of “battleground” states. In 2004, candidates concentrated over two-thirds of their money and campaign visits in just five states; over 80% in nine states; and over 99% of their money in just 16 states.

January 13, 2008 — New Jersey Governor Jon Corzine signed the National Popular Vote Bill into law. New Jersey thus joins Maryland as the second state to enact the bill. The enactment of the legislation in New Jersey came less than 23 months after National Popular Vote held its initial press conference on February 23, 2006.
